The reason is simple. Ancient Gods are essentially natural gods—beings born from nature itself. The Titan gods like Cronus, or New Gods like Hades, were born from the previous generation of gods.
This is the core difference, but Persephone is different. Her birth is similar to that of a natural god due to Hades' power and status.
Persephone could even be considered a natural goddess with the potential to rival a God-King. This is her uniqueness. In other words, the current Persephone, the Queen of the Underworld, possesses truly astonishing and unimaginable potential. Her future is bound to be limitless.
