Chapter 150 - Chapter 150: Unified Will!

Konoha Village, Meeting Room

Upon returning to the Ninja World, Lucas wasted no time. He immediately summoned the key figures from every major village for a meeting.

Thanks to the Flying Thunder God Technique, a swift and convenient ninjutsu, Lucas gathered everyone together within moments, despite their villages being scattered across the continent.

Lucas sat at the head of the table. His sharp, commanding gaze swept over the room as he declared loudly:

"The purpose of today's meeting is simple— The Unification of the Ninja World!"

Namikaze Minato spoke first, his usual warm smile present:

"Konoha Village is already under your control. Lord Lucas, after you displayed your power to the villagers, no one dared to oppose you."

Though Minato was the Hokage, responsible for Konoha's day-to-day affairs, everyone in the room knew the truth—Lucas was the true master of the village.

Gengetsu Hōzuki spoke next, his voice calm yet resolute:

"Kirigakure is ready as well. We await your orders, Lord Lucas."

Thanks to the combined efforts of the two Mizukages—Gengetsu Hōzuki and Terumi Mei—Kirigakure had been fully unified under their leadership.

Terumi Mei, after hearing firsthand about Lucas's overwhelming power from Gengetsu, had abandoned any thoughts of rebellion and chosen to submit wholeheartedly.

Pakura of the Scorch Style then spoke, her tone thoughtful:

"There was some internal strife in Sunagakure, but I've quelled it. Unfortunately, the civil unrest caused heavy casualties among our forces. If war breaks out, our numbers will be limited."

Pakura had crushed the Fourth Kazekage and his supporters, seizing control of Sunagakure by force. However, the village had suffered severe losses in the process.

The conversation then turned to Cloud Shinobi Village.

The two-tailed Jinchūriki, Yugito Nii, spoke hesitantly:

"Although many from Cloud Shinobi Village are willing to surrender… the senior leaders, led by the Fourth Raikage, refuse to submit."

Lucas's original plan was to make Yugito Nii the new Raikage and have the village surrender. However, Cloud Shinobi Village's upper echelons—primarily members of the powerful Raikage Clan—had no intention of yielding to an outsider.

Lucas's eyes turned cold. His voice carried a sneer of contempt:

"They refuse to submit? Then they'll die."

The sheer indifference in his tone sent chills through the room.

Yugito Nii's eyes widened, and she asked nervously:

"Do you mean… execute them all?"

Lucas's voice remained cold and unyielding:

"Of course. I already gave them a chance to surrender. If they refuse, they've sealed their fate. For the peace and future of the Ninja World, they must die."

Yugito Nii, struggling, asked once more:

"Can you give me one more chance to persuade them? I believe I can change their minds."

Lucas shook his head firmly.

"No."

Yugito Nii frowned in confusion.

"Why not? You let me try once before. Why stop me now?"

Lucas's gaze sharpened, his voice cutting through the room:

"I gave you that chance before. And because of that, I must deny you now."

Yugito Nii: "What do you mean?"

Lucas's voice turned cold and analytical:

"Cloud Shinobi Village revolves around the Raikage Clan. The ninjas of Cloud Shinobi recognize them as their leaders. As long as the Raikage Clan remains, the village will rally around them.

They've seen my power, yet they continue to resist. That alone proves their hatred for me. If I let them live, they'll pretend to submit while plotting rebellion in the shadows."

Lucas's voice lowered, laced with a deadly certainty:

"And if they do rebel… who will suffer most? The innocent civilians caught in their chaos."

His eyes locked onto Yugito Nii's:

"Tell me—why should I risk the safety of those loyal to me for the sake of enemies who already hate me? I'm no fool like Sarutobi Hiruzen—offering mercy to those who would only repay it with blood. They want to posture and play tough?"

Lucas's lips curled into a cold smile.

"Then let them learn—toughness means nothing when you're dead."

The room fell into an uneasy silence. No one dared to contradict his logic.

Pakura spoke bluntly:

"Cloud Shinobi Village has always been arrogant. They think their 'toughness' earns them respect. But times have changed."

Yugito Nii sighed bitterly:

"If we do this, the Cloud ninjas who were willing to surrender may become resentful. It will make managing them even harder."

Lucas's expression was cold and absolute:

"If any of them dare to voice their discontent—execute them immediately. Never forget—every ninja from Cloud Shinobi Village is my prisoner. Their lives are mine to command or extinguish."

Namikaze Minato hesitated, then asked carefully:

"But Lord Lucas… if we do this, won't Cloud Shinobi Village become an empty husk? It could take decades for it to recover."

Lucas suddenly laughed, his voice filled with an unshakable confidence:

"Recover? Who said I care about their recovery?"

Then, his eyes gleamed with decisive authority as he made his boldest proclamation yet:

"This is my first decree for the unified Ninja World—

All ninja villages will be abolished. There will be only one village. One village under my rule."

The room froze. The weight of his words was seismic.

Namikaze Minato, shocked, spoke first:

"Lord Lucas… are you serious?"

Gengetsu Hōzuki frowned, his voice cautious:

"Won't dismantling the original villages spark widespread resentment among the ninjas?"

Pakura said softly but firmly:

"There will be discontent… but it can be suppressed."

Senju Tobirama, always the realist, narrowed his eyes:

"But are you sure this won't cause chaos down the line?"

Lucas chuckled softly—a chilling, confident laugh:

"Why do you all assume the ninjas will be dissatisfied with this decision? Yes, they've lived in these villages for years, and naturally, there will be some sentimentality…

But sentimentality must bow to reality."

Senju Tobirama asked, intrigued:

"What exactly do you mean by that?"

Lucas's smile sharpened, his eyes glinting with ruthless logic:

"Tell me, Tobirama—when shinobi villages were founded, what was their primary concern in choosing their locations?"

Senju Tobirama frowned slightly, his mind racing.

"The location of Konoha was chosen by my elder brother and Uchiha Madara. I don't know how the other villages selected their locations."

Gengetsu Hōzuki shrugged casually:

"Kirigakure's location was decided by the First Mizukage. I wasn't involved."

Lucas smiled knowingly and changed the question:

"Then let me ask you differently. If you were to choose a place for a ninja village, how would you decide?"

The room fell silent as everyone began to think seriously.

After a moment, Lucas spoke again, his voice clear and authoritative:

"Have you realized it yet? Ninja villages are military bases, and their most important feature is security. They are all built in locations that are easy to defend and hard to attack."

He began listing examples:

"Kirigakure—shrouded in mist year-round. Cloud Shinobi Village—perched atop high mountains. Sunagakure—hidden in the desert valleys. Iwagakure—concealed within the rocky Gobi. All of these places are perfect fortresses in times of war. But… are they comfortable to live in? Of course not!"

Lucas's gaze swept across the room as he declared:

"When I unify the ninja world, there will be no more wars. Ninjas will no longer need to live in harsh, fortified strongholds.

So, I will give them a new village—a place truly fit for living. What's wrong with that?"

Gengetsu Hōzuki nodded thoughtfully:

"You're not wrong… The environment in Kirigakure is terrible. If we can relocate to a more suitable place, I think the ninjas would welcome it."

Pakura smiled and added:

"Then we'll promote it that way. Framing it as an improvement to their lives should convince many people."

Yugito Nii, however, raised a question:

"And what will happen to the old ninja villages once we leave?"

Lucas's expression turned cold, and his voice sharpened with finality:

"They will be destroyed. Completely.

Only through their destruction can we eradicate the fractured ideologies that have kept the ninja world divided—the Will of Fire, the Will of Water, the Will of Stone… All of them.

The ninja world doesn't need so many conflicting wills. It needs one unified will."

In the chat group:

Senju Hashirama:"No way! Group Leader, do you intend to erase the Will of Fire that I left behind?"

Lucas: "Absolutely. If the ninja world can't have a unified will, war will never truly end. These fragmented ideals are the roots of conflict."

Uchiha Madara:"The group leader is right, Hashirama. The Will of Fire has become nothing but an obstacle to peace. Better to let it burn out."

Senju Tobirama:"Big brother, don't cling to that so-called Will of Fire. Look what it's become under Sarutobi Hiruzen—just an excuse for his hypocrisy and corruption."

Senju Hashirama:"I get it… I understand what you're all saying. It's just… I feel a bit sentimental. It was my dream, after all…"

Outside the chat group, back in the meeting:

Senju Tobirama asked directly: "Lord Lucas, then where do you plan to build this 'Only Ninja Village '?"

Lucas's eyes glinted with resolve: "In the center of the ninja world. Every ninja will come here. They must register with this village—without registration, they won't be recognized as ninjas and will be hunted down by my forces."

The room grew tense as Lucas continued his proclamation:

"By gathering all ninjas in one place, we will erase the old grudges between villages. One unified organization—one unified power.

Any group of ninjas attempting to gather outside this village will be immediately disbanded. Those who resist will be eradicated."

His voice turned colder, his ambition sharp and unwavering:

"The ninja world has been at war for a thousand years. True peace requires more than hope—it requires one will… and one king."

Lucas's eyes burned with authority as he finished:

"And that king is me."

The room fell into a heavy silence, each leader weighed down by the sheer magnitude of Lucas's vision.

Despite the harshness of his methods, they couldn't deny the power of his resolve—he was a man who not only dreamed of peace but had the strength to seize it.

Lucas's voice broke the silence:

"Iwagakure hasn't surrendered yet?"

Gengetsu Hōzuki: "They've expressed willingness but haven't officially submitted."

Lucas: "Give them a deadline. If they don't comply, destroy them."

Pakura: "We've also detected movement from some smaller ninja villages. It seems they're plotting something, possibly with Kusagakure's involvement."

Lucas's eyes flashed coldly:

"Kusagakure? If I remember correctly, they have an Uzumaki girl. Minato, you'll handle it."

Namikaze Minato: "Understood."

Senju Tobirama, always practical, asked: "And what about building this 'Only Ninja Village '? Constructing a city large enough for millions of people isn't a simple task."

Lucas smiled confidently: "Who said it would be difficult? I've already chosen the location— It's flat, expansive, near a water source, and has excellent transportation routes. It can easily support a population of tens of millions."

Senju Tobirama: "I'm not talking about location—I mean the construction itself. Building a massive city from scratch is an enormous undertaking."

Lucas's smile turned sly: "Oh, construction? That's simple.

We've developed a technology that allows ordinary people to transplant Wood Style cells. The cost for receiving that power… is labor.

All those with Wood Style cells will build the new ninja village. This is the price they'll pay for their newfound abilities."

Gengetsu Hōzuki chuckled: "Wood Style users building the village? Ingenious. Cuts labor costs to zero."

Pakura added: "Even better—it forces those with Wood Style to exercise their abilities and refine their control. Plus, it prepares them for peaceful times, where their power can benefit society instead of fueling wars."

In the chat group:

Senju Tobirama: "Using my brother's Wood Style for construction… It was bad enough when Konoha used it for landscaping!"

Lucas:"Tobirama, your thinking is completely backward.

Is it somehow honorable to use Wood Style to kill people, but shameful to use it to build homes and improve lives?

Frankly, you need a serious attitude adjustment."

Senju Hashirama:"Tobirama… Lucas is right. If possible, I would rather none of my power ever be used in combat. If my Wood Style can build homes and create peace, that's how I want it used."
