Haki was used to attack Devil Fruit powers. Approaching this Gate to the Underworld with a Haki-coated body was equivalent to Haki clashing with a Devil Fruit ability. Luffy's Haki wasn't strong enough—he was instantly repelled, experiencing a painful soul attack.
"Gak!" Luffy instantly felt a terrifying aura envelop him.

"If Haki can't be used, then how do you go to the underworld?" Sanji and Zoro frowned.

"Don't worry, Nami. Rowen said his Observation Haki saw the future; there's no danger. Besides, the Door-Door Fruit ability is still active; Rowen can return anytime," Vivi pointed out, gesturing towards the still-open gate.
Vivi wasn't unconcerned about Rowen, but as a woman by the side of a King, Vivi also possessed resolve—to support all of Rowen's decisions.
"To travel to the underworld... What an incredible power!" Brook marveled.
"Everyone, don't worry. If Mr. Rowen is in trouble, I'll risk this pile of bones and go in after him. I'm also a Revive-Revive Fruit user! Yohohoho!" Brook stood beside the gate, letting out his signature laugh.
"Shishishi! You're pretty cool, Brook!" Luffy and the others applauded. They liked people willing to sacrifice for their comrades.
Nami sighed, then fixed her gaze intently on the gate.

"So this is the underworld?" Rowen commented, looking around at this new world, a smile on his face.
This was the world of souls—
Anyone who died in the One Piece world—their soul would come here.
There was not a single trace of sea energy here. The only power usable was soul power—the power of the Revive-Revive Fruit!
With the Revive-Revive and Door-Door Fruits, Rowen could freely enter and exit the underworld. He had truly become a real-life version of the Cancer Gold Saint.
Rowen smiled, thinking of the Saint Seiya manga from his past life on Earth. Except for light-speed attacks, Rowen could now basically use all of the Cancer Gold Saint's powers—whether sending others' souls to the underworld, directly attacking with soul power, or physically entering and exiting the underworld himself—
—Though the power systems were different, resulting in different levels of might, it was still a very novel experience.

At that moment, The Soul before him radiated waves of absolute horror.
'H-He... What is he seeing?? In this world of the dead... how did this man appear here? Even after death, he won't spare me??'
"Hisashiburi Dana (Long time no see), Crocodile," Rowen greeted the soul with a smile.
This soul was, unmistakably—the soul of the former Warlord of the Sea, killed by Rowen, Sir Crocodile.
