Upon inspection of all major civilizations, this underworld really refreshed their understandings of space, because although it has some connection with universe, it is similar to dark plane and not in this universe and cannot be accessed unless special method is used.
As soon as it appeared all the souls which had not dissipated within universe after dying and were within solar system flew as if attached by something and then entered underworld as if fish entering water, and entered place where sins were counted and then taken to tortured by invisible power. When they entered all the dark data of them in dark plane showed that it cannot be resurrected unless it leaves this special dimension.

Merit can be omnipotent be used under the allowed things by heaven. If one has merit, his or her relatives can be resurrected or one can gain rights to live in Outer palace of Supreme dao palace.
If there are any important things of a country or if the ruler or political leader want to meet heaven or even if ordinary people want to meet heaven, he or she can consume a small amount of merit which is affordable for anyone to enter supreme dao court.
If favoured by me, then you and your family can be exempt from most of jurisdiction of heaven, gain immortality and ascend to Inner palace. Even heaven has to ask me first before making a judgement on you if you are a person from inner palace."
