Chapter 136 - Chapter 136: New System Reform

Perhaps Kakuzu could keep an eye out in the ninja world for children or shinobi with special abilities. Just a tube of blood should suffice; it shouldn't be too difficult.

It was already late at night. If it weren't for the Chaos Event, Torifū would have been asleep long ago. After showering, a wave of drowsiness hit him, so Torifū quickly got back into bed, ready for a good night's sleep. He figured he'd be refreshed tomorrow.

For some reason, Snowflake also seemed to have gone out to play that day; Torifū searched the yard for a long time but couldn't find her. He hoped she wouldn't get caught and eaten. But then again, would anyone dare to eat a talking hen?

Naori saw Torifū and greeted him with a smile: "Torifū, quick! Come over here." Torifū also smiled back and strode over, bowing to Tobirama, who also nodded.

"News from the underworld reported that Takigakure's five Elders were murdered two nights prior," Tobirama said, resting his hands on the desk and looking at the children. "According to the bounty issued by Takigakure, the culprit is their village's rogue ninja, Kakuzu."

"And according to the intelligence, he committed this brutal act because he failed a top-secret mission and was sentenced to death by the Elders due to his dissatisfaction with the verdict."

"Even their entire families were purged, with only some women and children found alive in a secret room."

After speaking, Tobirama's gaze swept over Torifū and the others. "What are your thoughts?"

Everyone listened with some wistfulness, but no strong feelings. After all, it wasn't their own village's affair, and they had killed their fair share of people too.

"So Takigakure is leaderless now? It's a good thing Hashirama-sama's treaty is keeping things in check, otherwise Takigakure would have disappeared by now," Hiruzen said blandly. He had no sympathy for Takigakure's plight; he'd rather use that time to train more.

Everyone offered their opinions, and Tobirama nodded repeatedly. He was quite satisfied with his disciples. Torifū and Naori were also half-disciples of his, so naturally, they also expressed their thoughts. Naori spoke quite well, analyzing the possible causes of the incident and its pros and cons for Takigakure.

As one of the parties involved in the incident, Torifū also gave his opinion in a very serious manner. Essentially, he presented a framework of what happened the day before and then elaborated on it. After he finished, everyone fell into contemplation, seemingly accepting Torifū's account as the truth.

Finally, Tobirama ended everyone's thoughts: "Alright, children, today's purpose is to broaden your horizons."

"The process of your analysis is also a form of training, and you all performed well today." Everyone was naturally quite happy to receive Tobirama's affirmation.

"Alright, that's all for today. Go execute your respective missions." Hiruzen and the others assented and left the office, while Torifū and Naori remained. After all, they weren't there for a morning meeting; they just wanted to see if there was anything they could help with, and thus inadvertently joined the meeting.

"Torifū, you have many clever ideas. Come take a look at this document." Torifū nodded and then stepped forward to take the document Tobirama pushed over. Naori also walked behind him to peek, and Tobirama didn't stop her. After all, it was a document about to be issued.

Torifū roughly glanced at it. The main points were the complete overhaul of the Ninja Academy, and the optimization of teachers and teaching quality. Overall, there was nothing unreasonable about it; it was truly worthy of Tobirama. It streamlined some useless and complex procedures, improving teaching efficiency.

Then came the most important part, and Tobirama's proudest achievement: the division of the ninja system. There were countless shinobi in the village, with varying levels of strength, both high and low, but they were all simply called "shinobi," which was quite inconvenient. It also couldn't directly reflect a shinobi's strength. So, Tobirama came up with a ninja ranking system, divided into Upper, Middle, and Lower ranked Shinobi. Each promotion required an examination. Those who failed, regardless of age, would remain at that rank. Mission assignments would also align with the new ninja system; Lower ranked Shinobi could only take missions within their range and could not cross over. This resolved the tragic outcome of many shinobi blindly overestimating their strength and ending up dead for nothing. This was Tobirama's most satisfying innovative reform, and he strove for perfection. He thought Torifū had a lot of clever ideas, so he wanted to see if Torifū could find any flaws.

Regarding the reform of the Ninja Academy, Torifū wasn't an expert in that field, so he didn't know how to make it better. But for the ninja system, he had plenty to say. Tobirama's was still the initial version, with only three ranks. Torifū directly brought out the complete version, saving time and effort, achieving it in one go.

"Tobirama-sama, I think having only three ranks still isn't enough to fully categorize all the shinobi in the village." Hearing Torifū's words, Tobirama wasn't annoyed; instead, he smiled. "Tell me." Torifū nodded, then laid out the complete system from his mind.

"Within the Jōnin rank, there are also varying levels of strength. If everyone is classified as Jōnin, it might undervalue stronger shinobi. So, I suggest adding an Elite Jōnin rank."

"Promote those whose strength exceeds the average Jōnin level to Elite Jōnin. This would require Tobirama-sama to personally oversee these promotions."

"But it wouldn't be too difficult. After all, talented people always shine, don't they?"
