Though the image of the kilometer-wide meteor crashing down was nothing short of godlike, Ayr understood the true limits of Tengai Shinsei.

Its impact had decimated a dozen battleships, yes—but such ships were easily replaced by the World Government. In this war, mere battleships meant little.

Besides, the cannon fire from those ships posed no real threat to any of the senior members of the Rocks crew.

He stepped forward, sword drawn, his eyes burning with the resolve of a man shouldering the fate of the world.

"Hahaha! Then bring it on!"

With a thunderous laugh, Rocks charged.

And Brownie did not retreat.

Their blades clashed in an earth-splitting explosion of power as the battle began.

Simultaneously, the regular crew and trainee forces of the Rocks Pirates poured from the ships, surging toward the shoreline.

The Marine elite met them with blades and rifles, and a full-scale battle erupted across the beach.

Amid the chaos, Garp clenched his fists and prepared to charge into the fray.

But just as he stepped forward, Sengoku raised an arm to stop him.

"Hold up, Garp!"

"What? Why stop me now? The battle's already begun!" Garp asked, confused.

"Look closer," Sengoku said, eyes narrowed. "Only Rocks has engaged. The other core cadres haven't moved an inch."

Though Rocks was already locked in combat with Brownie, Ayr, Whitebeard, Linlin, Golden Lion, Kaido, and the rest stood still—watching. Not a single one made a move.

"Don't be rash. Something's off," Zephyr warned, stepping beside them.

If the Rocks cadres had truly intended to fight, they'd already be tearing through the battlefield.

Their stillness, in contrast to the chaos around them, was unsettling. Intentional.

"They're stalling… They must be planning something," Sengoku muttered.

"Even so," Garp protested, "shouldn't we stop them before they make their move?"

"Use your head, Garp!" Sengoku snapped. "If they're buying time, then so can we. Don't forget—the Roger Pirates and the Golden Lion Wald's crew agreed to join this war."

"They're en route to the Valley of the Gods right now. Once they arrive, no matter what Rocks and his commanders are scheming, they'll be overwhelmed."

Sengoku's words held weight.

Though they didn't yet understand why the Rocks Pirates were stalling, it didn't matter. The more time passed, the closer their reinforcements would be.

The balance would shift.

And Marine Headquarters knew how to turn the tides of war when the odds favored them.

"Their delay plays into our hands," Sengoku added. "If we act now, we risk rushing into a trap."

Kong stepped to the front, his presence commanding.

"For now," he said firmly, "we observe."

"If the Rocks cadres move, we engage. If they continue to stall, we stall as well."

"Our objective is clear. Let the Roger Pirates and Wald Pirates arrive. Once they do, we'll crush the Rocks Pirates with overwhelming force."

Even with the strength of Marine Headquarters, engaging the core members of the Rocks crew directly could lead to devastating losses—even victory might cost them dearly.

Why fight a war of attrition now?

Why risk everything… when reinforcements were on the way?

For now, they would wait.
