After thoroughly leading the spies on a wild goose chase at the Shanghai Hanten restaurant, Wataru and his team finally moved into the next phase of their plan.
Just as Wataru had predicted, the density of the tails shadowing them had clearly thinned out.
At least one of the intelligence organizations had decided it was more efficient to steal from rival agencies than to keep tracking Wataru, who never revealed any openings.
Now that Wataru's group had detected that shift, they couldn't afford to leave their defenses down. The number of agents needed for counter-intelligence had to be increased, and as a result, the number of spies directly tailing Wataru's group was reduced to the bare minimum. Most were now just monitoring destination data and keeping remote communication ready if anything notable happened.
