Although those who became demonized might be extreme, the "Heavenly Demons themselves" were not beings driven by 'indulgence' or 'licentiousness'. In fact, they were extremely rational and highly purposeful. Whether they had emotions or not was uncertain, as they generally relied on the emotions and wisdom of the creatures they possessed.
If indeed there was a higher will behind these demons, their purpose was likely to rattle the grass to startle the snake, forcing him to make a move.
