By transferring those people to the Silver Serpent Base, and keeping them at a distance from Changhe Base, they could provide them with food and shelter. Moreover, if an accident did occur, just one or two Awakeners would be sufficient to handle it.
So now that they have the capability, helping those unfortunate ones is naturally not a problem, as long as they prepare properly.
