The Countermeasures Office has yet to consider unsealing or attempting to destroy Masakado's skull.

What if the seal is lifted and Masakado's skull flies away by itself to reunite with its other body parts?
Wouldn't that just be helping Kousei-ō?
A thousand years ago, Masakado's skull flew from Kyoto to Tokyo. It's not entirely certain whether such a thing could happen again.
