Allen Rivera was sent to investigate because the local prosecutor suspected this to be a malicious human-induced incident. However, the investigation had made no progress, so they applied to the city for additional manpower to help.
And Allen Rivera was the prosecutor sent, somewhat like a special imperial envoy in ancient times.
However, Allen didn't want to talk much about the case. He didn't want to make the atmosphere too serious either, so he changed the topic to ask about Jane McCain's recent activities.
Jane didn't have much going on recently. The only thing she could talk about was Purple Summers' twins' birthday party.
