Was probably the Dungeon.
First off, the Dungeon was vast and sparsely populated—perfect for keeping secrets under wraps. It was crawling with resource nodes and wild units, making it an ideal environment for early-stage leveling and development.
Second, even if someone did stumble upon Kaiin, odds were it'd be someone from the Dungeon faction. And if that happened, well… the consequences wouldn't be nearly as bad or complicated.
For one, the Dungeon folks weren't the type to go snooping around the Light Alliance, let alone the heavily fortified Tower faction.
