The Heavenly Gods are the absolute rulers of the Immortal Realm.
Apart from the four tiers, there is another faction—the oversight division, consisting of sixty-four divine envoys.
Even among the divine envoys, rankings are determined based on strength.
For instance, the divine envoy who previously appeared in the Mortal Realm might rank near the bottom in the Immortal Realm. Yet, even then, their true strength is unlikely to be limited to a demigod level; it's simply that they had to suppress most of their abilities to cross the barrier into the Mortal Realm.
The divine envoys oversee the Yellow, Xuan, and Earth tiers.
Above them are the thirty-two celestial spirits.
The thirty-two celestial spirits guard the thirty-two divine palaces within the Earth tier, each belonging to a distinct faction.
