This world is vast, and trying to find a person who wields immense influence and is adept at hiding within the sea of people is truly no easy task.
Andy has never been someone who passively chases; nor is he the type to mobilize excessive resources.
Using a large number of personnel to conduct sweep searches, or deploying many people to review surveillance footage in hopes of identifying the target—this clumsy method is, most of the time, ironically the most effective one. Unfortunately, Andy cannot use such methods, as he doesn't have the authority to do so.
It boils down to this: because he can't do it, he has no choice but to dislike it.
Andy prefers a more proactive approach. He's a high-IQ maniac, which makes him a half-psychologist. Compared to tracking down the breadcrumbs left behind by suspects, he enjoys setting traps for his targets far more.
