"Tactics I" allowed him to easily discern the situation on the battlefield, take note of and remember details from all aspects, cautiously compare the strength of both allies and enemies, etc. The ability didn't greatly enhance personal combat strength; its main purpose was to increase talent in military command, a special Magic Potion that required one to act as a collective leader to be effective.
In the Third Epoch, this was the exclusive Sequence of the War Priests of the Ancient Solomon Republic, Julius Caesar had once consumed this Sequence's Magic Potion.
